It is impossible to use services of a surrogate mother in France. Therefore, the French willing to become parents go abroad – to the US, Russia or India where surrogacy is legal. But until recently the children born to French citizens by surrogates abroad have been suspended in the legal vacuum.
France kept refusing to recognize foreign birth certificates of “surrogate” children in case if the authorities have managed to reliably prove that the child was born as a result of a surrogacy program. Biological parents have been affected, their newborn children have been affected. This intolerable situation may soon be changed.
September 24, 2012 the French news website chretiente.info reported that the Senator from the Socialist Party Jacques Mezar was going to introduce a bill that would finally legalize surrogate children in France and would save parents from having to conceal the true origin of their child. In his address to the French senators as of July 31, 2012, Jacques Mezar insists on the necessity for France to recognize foreign birth certificates of the “surrogate” kids.
