After series of shocking surrogacy scandals concerning foreign intended parents who were unable to leave Ukraine with their newborn “surrogate” children, a bill proposing a total ban of assisted reproduction technologies (ART) for all foreign citizens, was sent to the Verkhovna Rada (Parliament of Ukraine) on March 23rd, 2011. The bill No. 8282 was introduced by Ekaterina Lukyanova, member of the parliamentary group “Nasha Ukraina”.
According to the bill only Ukrainian citizens over 21 years old will be eligible to enjoy medically assisted reproduction in Ukraine. Interestingly enough, the access to ART for people who don’t have fertility problems is also going to be prohibited. All single men who might not have fertility problems but still wish to use surrogacy to become parents are banned from the IVF clinics.
